Community Development
Mission Statement
It is the mission of the Tulalip Tribes Community Development Department to provide the administrative functions obligatory to articulate, achieve, and perpetuate the Tribes' vision for the physical development of the Reservation, including land use planning, permitting, roads, Tribal transit, code compliance, and tax and licensing administration.
CD Department Overview
Community Development (CD) is a department under the Tulalip Tribes Public Works Division. CD provides land use planning (zoning, current development, permitting, code enforcement, mapping, GIS, etc.) and tax and licensing through the implementation and administration of Tribal ordinances, policies, regulations and procedures for the purpose of balanced growth, resource conservation, and social and economic well-being. Community Development also provides transit and roads services throughout the reservation via Federal grants and Tribal hard dollars.
Land Use Planning and Permitting
Short and Long-Range Land Use Planning
- Prepares, updates and implements land use plans, development regulations and maps, including the Tribal Comprehensive Plan and Zoning Code (Ordinance No. 80)
- Collaborates with other Tribal departments on shoreline, environmental and natural resource lands planning issues affecting the ReservationMonitors and responds to development proposals and proposed plans and regulations affecting the Reservation that are initiated under the jurisdiction of state, local and federal agencies
- Provides staff support to the Tulalip Planning Commission by advising the Commission of technical and legal information to allow for informed and consistent decision-making
Permitting
- Processes permits and land use applications, including building and grading permits, subdivisions, rezones, variances, lot line adjustments and conditional use permits
- Maps
Tax & Licensing Division (TLD)
- Ensures that businesses operating within the boundaries of the Tulalip Reservation are conducted fairly and in compliance with Tribal laws, performs license-related inspections, and administers licenses under the Tulalip Liquor, Cigarette, Business, Food, Transient Accommodation, and Fireworks License Ordinances and Regulations
- Administers Tribal Ordinances governing Real Estate Excise, Sales Or Use and Restaurant Privilege Taxes
- Collects REET, sales or use, and food, beverage, and liquor taxes
- Responsible for civil enforcement activities pursuant to tax & licensing ordinances and regulations
Code Enforcement
- Ensures compliance with the Zoning and Building Codes and permit conditions
- Assists the TLD in ensuring compliance with the Licensing codes and licensing conditions
- Works closely with contract inspector, Tim Nordvedt, of Pac Rim Code Services
Transit
- Tulalip Transit provides free transit service to the rural area of the Tulalip community where there is no other bus service. Service is provided Mon-Fri from 6am – 6:20pm
- The Tulalip Bay route serves the Administration building, Silver Village, Mission Highlands, Tulalip Health Clinic, Senior Center, and Gym
- The John Sam Lake route serves John Sam Lake, Aspen, Outlet Mall, and Tulalip Resort Casino
