Action Steps

We provide daily end-user support, RFP (request for proposal) generation, proposal evaluation, project management, process documentation, and software and web development to support the Tribes' long-term goals. Our work during the 2002 fiscal year will continue to support the key projects approved by the Board in March of 2001.

Each project, together with its objectives and action steps to be completed during 2002, are summarized below. A detailed Microsoft Project schedule is in place for most projects.

1. Computer in Every Home

  • Provide DSL (Digital Subscriber Line) connectivity to Tribal households.
  • Log and deploy service to Tribal members through the TDS Call Center.

2. Call Center

  • Hire management and technical support staff to provide RFP generation, proposal evaluation, and technical support for initiatives identified by the Board.
  • Implement trouble-ticket tracking system.
  • Label all computers, peripherals, and network cabling used on the Reservation with asset tags.

3. TDS Center - Phase I

  • Set up and deploy servers and racks for essential government and business functions.
  • Provide detailed architectural design and technical cost estimates for proposed Tulalip Communications Center.

4. Facilities Access Card Management System

  • Provide security system for the Tribal Center, Communications, Finance, and the Tribal Court.

5. Tulalip Tribes Internal/External Website

  • Develop the Tulalip Casino web site (Phase II).
  • Develop the TulalipTribes.com web site (Phase II).
  • Develop the Quil Ceda Village/Business Park web site (Phase I).
  • Develop the Health Clinic web site (Phase I).

6. Job Application/Career Management Web Site

  • Integrate with the Human Resources system.

7. Computerized Map of the Reservation - GIS

8. Computerized Map of Reservation - Land
Management

  • Items 7 & 8 will be combined to form GIS Mapping Center.
  • Hire GIS Database Analyst to convert data, build data system, integrate with other GIS systems, generate reports and perform technical duties to establish Tulalip Mapping Center.
  • Hire GIS Analyst to provide service requests, clean data and support operations for all tribal departments requiring GIS information.

9. Language Preservation/Education

  • Integrate the Lushootseed font application with other web applications.
  • Provide support to cultural resources for web site and virtual museum concept projects.

10. MOM-TDR Compatibility

  • Integrate geodata module in MOM (Multiple Operations Manager) and GIS Mapping Center.
  • Continually upgrade data security procedures and firewalls for the TDR (Tribal Data Resources) enrollment software.
  • Build systems for remote data access and entry between Tribal departments.

11. Human Resources (HR) Management System

  • Upgrade the HR system to facilitate payroll and benefits functions.
  • Integrate with the career-management web site.

12. Voting System

  • Deploy TEAM cards to all Tribal members.
  • Provide voting information and access via Tulalip web site.

13. Network-Distributed Office Tools

  • Deploy e-mail system and other web-based office tools to all Tribal government and business offices.

14. Finance System

  • Integrate with MOM and HR systems to provide payroll and check disbursement services.

15. Document/Multimedia Management - Legal Records

  • Convert legal records to digital format.
  • Provide on-line access and review to users based on security and access requirements.

16. Case Management System

  • Select and deploy case-management software that meets the needs of all users.
  • Convert existing data.
  • Train users.
  • Upgrade computer systems as needed (desktop, server, portable data collection devices, etc.).

  • Items 17 and 18 will be completed by setting up a document scanning and imaging service available to Tribal organizations.

19. Distance Learning

  • Coordinate with University of Washington and Everett Community College to provide distance-learning courses to the Tulalip Reservation.
  • Work with K-12 institutions and local industry to provide technical and cultural courses.
  • Design and implement distance-learning access via Tulalip web site.
  • Promote and market educational opportunities through the Computer in Every Home project.
  • Develop regional partnerships to address educational needs based on the Tribes' strategic plan.

21. Tulalip Business Park Enterprise Class Network

  • Form partnerships (or joint ventures) with key vendors to build Phase I fiber-optic ring for business and government facilities.
  • Provide integrated point-of-sale systems, phone service, and security systems for new businesses at the Quil Ceda Village.

22. Student Records Management

  • Coordinate with Marysville School District to provide on-line access for parents and students to the school district network.

23. Electronic Patient Records

  • Complete software selection and begin data conversion and upgrade for clinical information systems.
  • Assist in developing a quality-of-care system for Tribal members.
  • Provide patients with on-line access to disease information, appointment scheduling, immunization records, and other useful information.
  • Submit RFPs for networking and computer hardware and software for the new clinic.
  • Upgrade the RPMS (Resouce and Patient Management System) as specified by administrative and clinical staff.

The above projects may be modified and other projects may be added as decided by Tribal leadership.

Outcome Indicators

For each project, a specific set of performance measurements will be used to determine the completion and effectiveness of technology upgrades. Relevant quantitative measures and qualitative criteria are clearly defined and systematically assessed for each project. These measures and criteria include such indicators as time to completion, cost variances, specific software and network metrics (e.g., network latency, packet loss, bandwidth utilization, etc.), and training assessments, as well as user satisfaction surveys.
