Elder Home Assistance Program (EHAP)

The Elder Home Assistance Program (EHAP) is dedicated to ensuring that Tulalip Tribal Elders, aged 62 and older, have a safe and secure place to live. The program provides eligible elders with the opportunity to remodel or completely replace their homes, ensuring they live with dignity and respect.

EHAP Services

  • Remodel or Replacement: Eligible elders can receive either a remodel or a complete replacement of their home once in their lifetime.
  • Emergency Repair: We offer an emergency repair service to assist elders with critical home repairs. Elders are eligible for up to $6,000 per year. A specific policy allows for a three-year aggregate on larger projects. For example, a $15,000 roof repair could use $6,000 from the current year, $6,000 from the next, and the remaining $3,000 from the following year. The elder would not be eligible for other repairs until the aggregate amount is fully utilized.

Eligibility

    To qualify for the EHAP, applicants must:
  • Be an enrolled Tulalip Tribal member aged 62 or older.
  • Own a home located on the Tulalip Tribes Reservation.
  • Have lived in the home as their primary residence for the past ten consecutive years.

Program Benefits

  • Comprehensive Assessment: The Tulalip Construction Department conducts a thorough assessment to determine whether a remodel or replacement is necessary.
  • Temporary Housing Assistance: Elders will receive assistance with temporary housing during the remodel or replacement process.
  • Remodel Budget: Up to $150,000 per home.
  • Replacement Budget: Up to $250,000 per home, with an additional $15,000 allowance for pre-construction costs.

Application Process

  • Submit Application: Elders must submit a complete application to the Tulalip Construction Department.
  • Assessment: A third-party contractor will conduct a comprehensive assessment of the home.
  • Selection Criteria: Applications are evaluated based on a weighted scoring sheet considering age, veteran status, disability status, and the condition of the house.
  • Approval: The CEO’s Office and the Construction Department Team will provide recommendations to the Board of Directors (BOD), who will approve the selections via a formal resolution.

Each elder can receive assistance only once in their lifetime. Homes remodeled or replaced cannot be rented, sold, or transferred for five years after completion.
