Programs and Services
The Home Electrification and Appliance Program will assist low—and moderate-income Tulalip tribal members households that reside in Snohomish County with upgrading their heating and electrical and reduce energy costs.

The program provides 100% cost coverage for eligible households earning up to 150% of the Area Median Income (AMI). Download the application here.
Grants will be offered on a first-come, first-served basis, and an application will only be considered complete and time-stamped once all necessary backup documents have been submitted. Applications must be submitted via email or delivered to the administration building’s CSRs, ensuring they are date and time-stamped. Tribal members who own homes in Snohomish County, including those in housing or leasing units, are eligible. Additionally, tribal members within Snohomish County who have rented from the same landlord for five or more years may qualify, provided the landlord agrees to specific terms and conditions. Eligibility extends to those with an income between 80% and 150% of the area median income. While you are not required to claim Grant Writing (GW) as income, you must report TANF, SSI, Social Security, Child Support, L&I, and employment income, as these requirements are part of the grant, not the Tulalip Social Services program. Applicants must submit a copy of their PUD bill for proof of residency and a copy of their tribal ID. You can expect to hear back about your application within a week of submission. Most upgrades will take less than a week, although some may require longer due to necessary electrical upgrades. The program anticipates assisting approximately 70 homes, though the actual number may vary based on individual project costs. Applications are being accepted immediately, with work scheduled to begin in January 2025.
The Home Electrification and Appliance Rebates Program is supported with funding from Washington’s Climate Commitment Act. The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health.
