What is the Tulalip Tribes-Snohomish County MOU?

The Tulalip Tribes and Snohomish County have been meeting regularly for the last several years to address unique land use issues on the Reservation. In 2013, the Tribe and the County signed a Memorandum of Understanding (MOU) to reduce land use conflicts on the Reservation resulting from two sets of different land use laws, one by the Tulalip Tribes as a sovereign nation, and one by Washington State and local law.

What is the purpose of the 2013 MOU?

  • Recognition of the Reservation as the permanent homeland of the Tulalip Tribes
  • Reduction of conflict related to land development
  • Improved protection of natural and cultural resources
  • Better coordination of public services between County and Tribe

Ongoing Work

  • MOU Workgroup established: The MOU Workgroup (Tulalip and County and staff) recommends actions to both governments to promote coordinated land use planning
  • Designated Liaison: The Tribe and County each have a designated liaison as a point of contact.
  • Information Sharing: The Tribes and the County share information for
    • emergency services
    • coordination of permitting and enforcement
    • public works projects
